Default fluttering noise

i have this noise comming from seems to be the EGR. in that area but from a stop as i take off it makes a very low fluttering sound. you can only hear it with the windows down. i didnt really look into it very much yet but before i do i want to see if anyone else has this noise. it almost sounds like compressor surge.
