Clicking Thingy and no idle. Help

Default Clicking Thingy and no idle. Help
I have a 1993 SC300. With the ignition key on run with the engine of I get flikering of the check engine light combined with the clicking of a vacuum valve or solenoid which is located just behind the fuel presssure regulator. What is that thing(next to the FPR) and what does it do. Tha car just will not idle at all.

Yes it turns over and runs if you keep the gas pedal in a bit

just saw this and i have the same problem right now. It looks like a intake VSV.

Yes I think it's a VSV . So why is it clicking together with the eratic flikering of the check engine light?
Any ideas? anyone?
