I had been leaking some fluid and I began to diagnose the car for another problem. I just had the waterpump/theromostat changed along with a oil change.

Got the car back yesterday and when the car is at idle with no A/C on the car does the 700/200/700/200 rpm thing. Car runs great otherwise, but idle has problems without A/C, noticed it works fine with the A/C on.

 

Sounds like a vacum leak to me.
