Smog Results. Barely Passed???

Ok, I got a smog check the other day and I passed.
The car has 135k miles on it. Here are the results:

In the HC I scored 91 out of 106 max @ 15mph. Is that kinda too high? What are ur guys' test results?

. yes my state does suck. but then again does it ?

for comparasion's sake, I tested a month ago and got 80 @ 15mph and 17 @ 25mph.
95, sc300, 5sp, 109,000 miles
