Honestly, you will not "feel" anything. If anything, it'll be psychological. Even if there are gains, I guarantee you won't really "feel" it unless it's 30+ whp.

As for the cams, it'd depend on how aggressive they are and if the stock ones are just that crappy. For a stock car, personally, I wouldn't bother. Maybe once you make 600-700whp range where cams become a restriction, you could start looking for cams. Pulleys.... they'll just look pretty and won't do anything. The crank pulley might free up a tiny bit, but that's the only one that probably would.

Driving a 170 whp Sc300 and a 180 whp sc300 is going to "feel" the same.
a good test would be someone with nitrous. i doubt they make them, but if you throw on a 5 or 10 hp nitrous jet, and hit the button in like, third, and see if you feel anything with that 5 hp gain. i really doubt they make jets that pointless though. when i had nitrous on my last car, lowest i saw was i think 50. even with my 65, which prolly gave me an additional 45-50 hp at the wheels, it wasn't really all that crazy of a change.

well i think if he's going to be upgrading to the sort of cams that can make 50whp+ gains that he's going to need to worry a lot more about the valvetrain... because it isnt setup for the higher rpms and ramp speed that will be needed (not even discussing rev-limiter issues)

Now when I did the pully I also block my EGR valves, gutted my cat, and put a ground kti in, so yeah, I felt a difference afterwards.
