Awesome find and good read. Some interesting snippets below.
No surprises with this one as we've seen it in the Owner's Manual. Though the takeaway here is that if the tech handbook also emphasizes this, this procedure is important to follow and should not be ignored.

I think they are a little careless with the use of psi, as psi by itself does not accurately describe the situation.
It should be rephrased to read as follows:
Therefore the technicians will see a target boost of close to 15psia (0 psig) when the vehicle is a idle. (This is because all the boost is going out the waste gate). This is normal condition, because atmospheric pressure is close to 15 psia (lookie, they use absolute here). During boost conditions under WOT, the target boost will reach approximately 30 psia, which means the ECM is requesting the maximum boost pressure of 17.4 psig from the turbocharger.
I think their bland use of psi causes issues.
