In either Normal or Sport, it seems that there's a spot around 1500 rpm (and 45 mph) where a downshift would be nice. Instead, the engine seems to bog a bit, and I have to step on the gas to keep up the speed. Anyone else notice this?

I think I'm understanding what you're saying.. so it seems sluggish at 45mph when it hits a hill or something? I have not noticed that

Isn't it normal for a vehicle to slow on an ascent if you don't increase the throttle?

This happens even when not on a hill. I need to step on the gas to keep the same speed on a flat roadway.
