They tried it on my behalf and finally installed it (instead of me doing it). I guess you have to try harder to convince them that the OTA is broken in the first place.
Now I can see some of the greyed out features work like surround sound, new animations,etc.

None of my updates have produced any new features, just background color changes, etc - foofoo stuff.
I don't think the 2230 update will ever go out via OTA. While on the surface not much appears to be different, I think this represents a major rewrite touching almost all communications functions including the update process itself based on the list of changes, and because of that they want it installed in controlled conditions by a dealer tech. I have the feeling this update will also be a prerequisite for any future OTA updates, should there ever be one.

I have a strong feeling that current infotainment won't get any major updates now after the launch of new Lexus ES with completely new Arene OS MM24 (which is also in new RAV4)

I would not disagree. If they discover that there are a few new bugs easily patched in 2230, then maybe, just maybe, one more, but otherwise I think "what you see is what you get" from this point on.

Toyota should take an example from Volvo, which released a massive infotainment update a few months ago for 2.5 million cars up to the 2020 model year
Here is the update. The dealer did the update and now I am at 2230. No idea why I could not do the asoftware update myself and why it was not pushed to me like before. By the way I am in the U.S.
I have been driving about a week with this new software and it has fixed two issues for me. For over three years, ever since I received the car, I have been bothered by repeated PIN requests while driving. I posted this in another thread. This usually occured in certain areas where I assumed the cell reception was weak. This interupted my mapping navigation until I reentered the PIN. The Dealer could not fix this and they even installed a new head unit. I even had to resort to driving in Guest mode to stop these frequent popup PIN requests. With the new software I am no longer getting the PIN requests and I am now signed in under my own name/settings. I was also having a problem with text messaging as I could not vocally reply to an incoming message. This is also resolved with the new software. Now if I could only get my Iphone to to charge without interupption on the wireless charging pad.

I'm not all that familiar with Volvos, but I remember from test driving one a few years ago the model I was in was using Android Automotive for their in car tech platform. If that is perhaps what you are referring to, well, its a bit easier for a manufacturer to fall back to a big tech company like Google to provide mass updates. I recall at the time how underwhelming Android Automotive was, even though I have been a long time user of Android Auto. Automotive seemed so "2020s, meet the 1980s" as far as the feel of the system. Had all the features, but felt more like I was using a terminal system rather than a modern computer interface. Been a few years since I was last in an "Automotive" car, hopefully they've radically improved it.
So far it seems Toyota's 2230 is a winner, just in time to turn its back on the system . Hopefully their new system won't take 5 years to sort out any major problems.

Based on comments under offical annoucement from Volvo on youtube, half of the owners hate this update
But I appreciate the fact that Volvo still supports 6-year-old vehicles, long after warranty. It would be a bit like the Arene system being updated to all Toyota/Lexus cars manufactured after 2020.
This has long been a standard in the world of smartphones, but in cars that are much more expensive, it's a novelty.
So I finally got my 2022 NX350 FSport software updated to v2230 after jumping through some hoops. I got tired of waiting for the 2230 update to push over the air, so a week ago I scheduled an appt at my local Lexus service center requesting the update per TSB L-SB-0047-25. Unfortunately, my original warranty expired a month ago, so they said they would have to charge me $488 to do the update, which I initially declined. I asked if the updated will ever be released via OTA and they just said nope, so I went home defeated.
3 days later I decided its worth it just to pay the $488 to get the update. To be clear, I wasn't really having any major issues with v2170, but it wasn't perfect. My android phone would disconnect frequently and there were a few other minor annoyances with it. So I made another appt at the same service center, and figured it wouldn't hurt to talk to the manager to and explain my situation to see if I could get a discount. Long story short, the manager hooked me up with the update for free! I think it helped that I have gotten all my maintenance done at that service center since I bought the car new in 2022. Lexus customer support is still unmatched!
Now I've only been driving the car for a couple hours, but so far so good. Everything looks the same, but no disconnects and the interface does feel ever so slightly snappier. Also, this could just be the placebo affect, but I feel like my music sounds better (Mark Levinson) I'll report back in a few weeks with an update after using it longer.
For those of you that that are stuck on v2170 really want the v2230 update, you can have your local Lexus service center perform the update. (takes about 2 hours) Be sure to tell them you're experiencing issues like frequent phone disconnects, PIN code pop ups, and full head unit reboots. Otherwise they may not do it if you just say you want the update.

If you are going to keep a Lexus past the 4 year warranty. Always get the extended warranty
One relatively minor repair would have paid for the warranty
