Yes it is a shark. It's head is similar to a ray, but it's tail (which you can't see) looks like a shark. It also has other characteristics that categorize it as a shark rather than a ray like pectoral fins not attached to the head, and gills on it's back rather than underneath. They usually bury themselves in the sand and ambush fish when they swim by. This one was on the move.
I was lucky to get this shot. I was heading back in along where the kelp meets the sand after being underwater for 70 minutes and low on air. The angel shark swam out of the darkness right in front of me and scared the crap out of me and then immediately retreated into the kelp. I followed it but then lost him while I was turning my strobe back on, and then out of nowhere it came right towards me which is when I captured the shot. Then it was gone again and my dive buddy never even saw it.
