Is this a common problem? I brought the SUV back twice with no resolution from the dealer

Check your steering rack for any leaks.

It has electric power steering. No fluid to leak. You may want to try a different dealer, or complain to Lexus corporate and ask for a zone technical representative to inspect your vehicle. They are troubleshooters who travel among groups of dealers to handle difficult repair issues.
