Bad fuse/relay
Maybe someone can help me out here please?
When I was installing my HIDs on my fog lights, I forgot to take the negative terminal off of the battery. When I put the power line to the positive side of the battery for the HID wire harness, I heard a whining sound coming somewhere from the driver side. Once the HIDs were installed, they did not turn on correctly. The wire harness works on my brothers' car, and it's weird on mine.
When I turn on either my left or right blinker, and turn it off, the HIDs flicker. The ballasts also do not make the whining sound they usually do when they turn on.
Where should I be looking to find the bad fuse/relay?

It sounds like you might have some wires backwards. And it sounds like your turnsignals are backfeeding into your hid circuit. I would definately check your wiring and grounds.
The fog lights still flicker a little bit. I'm having it checked tomorrow at Lexus dealership.

Finally found the problem!!! It was a blown out fuse in the driver side kick panel. 15 fuse changed to a 20 just for extra security.
I also found out that my fog light on and off switch is kind of loose. How do I fix?
