Do new bumpers come in primed ?

what does "primed" mean ?

some come with a factory prime sealant (mostly black) and any shop you take it to will have to sand/scuff the cover first, then paint. some new OEM covers have to be scrubbed with a certain tacky detergant before being painted. primer is a pinhole sealer /smoother/ surface additive added once car has been rprd, blocked, sanded and guide coated.
as far as needing to prime a new bumper cover, NO.
will you have to prime a rprd cover yes.
if its a used bumper cover, it will need to be wet sanded/scuffed then painted and cleared. hope this helps! (primer is typically grey/blue/yellow) ever seen the mutli colored rice wagons goin down the road??
