1998 LX470 will not turnover

1998 LX470 will not turnover
All the electrical such as lights, turn signals, dome lights, windows work. Red security light flashes and disappears when the keys are turned to on but car will not turn over. I have removed the EFI fuse along with others as well as the negative battery cable in hopes of resetting anything. Once replaced still will not turn over. Any other ideas? I am currently unemployed and cannot afford a tow and costly repair!

If the motor spins when you turn the ignition and it's not firing, have either your cam position sensor or crank sensor checked out. When they go bad car won't start. & listen to hear your fuel pump come on when you put the key in the on position make sure that's not a problem for you to.

1998 LX470 still won't turnover.
When the key is on it sounds like it will start but doesn't turn over. I hear a whirring sound when the key is set to on....is that the fuel pump? After I try to turnover once that sound is gone and there is two clicks. I had the battery tested and it was low so they replaced it due to being under warranty and hoped that was the magic ticket but still won't turnover. I will have to find someone else who knows what/where the cam and crank sensors are to test those as Silverbul suggested.

When you turn the key to start(crank) signal energizes a relay(high current rating on contacts) to activate solenoid which kicks
pinion gear to engage flywheel gear turning the engine. Bendix contacts are pitted not carrying full current or pinion gear is
not freely moving(when starter is not proplerly installed). I suspect the pinion gear is free wheeling not engaging the flywheel.
Fuel pump starts as soon as key is turned B4 start position. When battery is not fully charged it is hard on the contacts due
to lack of full current. Better check your charging system as well. If you don't drive much, battery would be under charged always.
