remove front splash plate

Hi can anyone advise me on how to remove this plate on the lx470. I have removed the 3 front bolts, the 2 rear bolts that overlap the rear plate, and also the Lt and Rt bolts in the wheel arches.
But it wont budge. Any tips?

There is a bolt in the center and towards the rear of the splash/skid plate. It is recessed in a circular depression about an 1.5-2" in diameter.
