Got the Recall notice for the DRL too, for my '99 LX470.
Not going to get the "fix" done.
Reasons:
I don't see enough justification to spend my time & money ($0.40/mile + total cost) to get down to the Dealer and subject my vehicle to their variously incompetent Technicians, not to mention the lead-footed Lot Jockey.
Most every time I let the Dealer do something to my vehicle, they screw it up - or damage something else on the vehicle. And I cannot abide people lying to me, treating me like a fool and attempting to pull the wool over my eyes. Its insulting and downright annoying. It happens every time a Dealer employee opens his/her mouth to speak to me, both in the Sales Dept and the Service Dept. So I avoid Dealers unless there is no other option.
The DRL fix is to lower the light output a little bit. Why does it matter? In fact, maybe it would be better to leave them a little brighter, so other drivers can better see me coming. And addiing a new component (resistor) to the circuit may itself cause other problems, even if the Dealer doesn't screw it up or cause collateral damage.

Yeah, I disconnected mine. I just unplug the headlight resistors on the engine compartment passenger side.
