But gotta fixed and the dealer said that the pockets that make the horn work got spread out. But now it is happening again a little i saw symptons last night. What is wrong with it. Do i need a whole new steering wheel. Please help.

No, you don't need a new steering wheel. Does the airbag seem loose in the center of the steering wheel? If so, one of the four contacts may be making a connection causing the horn to go off.

You should be able to check it out yourself. First, start the car, turn the steering wheel to expose and remove the two column cover screws, don't forget the third one underneath the column. Stop the car and leave the key in the ignition and extend and lower the steering wheel column all the way. Then remove the negative battery cable. After the batter cable has been removed discharging the airbag backup power for at least 5 minutes, remove the airbag (torx screws at 3 and 9 o'clock behind the cruise control cover and (if-equipped) phone control.) Take care when disconnecting the airbag cable not to pull the cable. There is a spring-loaded strain relief cover that needs to be "sprung". Once off you can see what may be going on with the contacts.

I had to replace the clockspring behind the steering wheel on my 95 because my horn didn't work. But I took a picture with all the hardware removed. At the bottom you'll see a pad (in the square] that may not be applying enough pressure on the airbag to prevent the horn from going off. Maybe that's what the dealer is referring to. If that's what it is, you may be able to purchase that part by itself.
