Default Trunk water intrusion

My 2016 ls460 had rear end body work done in summer and now the electectronic brake doesnt engage because the 30amp fuse blew and keeps blowing due to water pooling in right side trunk where the brake module is located. The area has been dried but the reolacement fuse imediately blows . My big question is this: can a defective module blow the fuse? My thought is if the module received water then it would simply stop functuining because the water internally shorted it. ?? Fuse that keeps blowing means a permanent short somewhere otherthan module. a bad module shouldnt short out a system - IAm i wrong on this e logic?

Yes.. New module + never open trunk when it's covered in snow or during heavy rain in future. Many threads about this.
