2008 LS600HL Rear noise

I have a 08 LS600 and I keep hearing a noise coming from the back I attached a photo can anyone tell me what this is ?

That looks like a hybrid battery cooling fan assembly (G9230-50010). The noise is probably coming from a failed blower fan located inside of the assembly.

Rear noise

I just ordered the part of a 2009 with 63k miles on eBay is it safe to drive the car like that or should I wait to get the part and have it installed

It depends if there is a danger of the fan getting seized. I would disassemble the unit and see what is causing the issue.
