Using techstream you can command the lights up, down or to turn. I would start there if everything else checks out. If neither will move up or down using techstream that might help narrow down where to look.
In my case I found...
My lights would not move at all on their own. They were stuck pointing down. I manually changed the height to straight ahead using techstream (slightly down as to not blind anyone). Then I unplugged my afs computer. I haven't pulled the headlight fixtures to figure out the actual issue yet. However if yours are still turning the afs computer must still be plugged in. Unplugging the afs computer will disable the system without throwing codes.

Unfortunately I have to leave on Sunday so I can't get the mini vci before then. I'm taking it to the dealership tomorrow to hopefully figure this out quickly.
I'm pretty sure they will recommend a headlight ECU or new headlights. They are going to probably also want to remove the bumper and headlight assembly to look at the wiring, especially if you let them know that the car was in an accident. I would not say anything about the accident and see what they come up with on their own.
Running an active test telling the headlight motors to move up resulted in them still staying down. Also ran a health check with it indicating nothing wrong with the AFS.
The leveling motors are making noise when its told to go up and down but the headlights are not adjusting down.
So neither headlight moves? That's strange that a code is not thrown. Have you tried disconnecting the battery for 30 minutes to see if the issue corrects itself? This issue is most likely related to the accident.
Problem solved. We had a broken headlight form the accident that we used to see how the leveling system works and if there was a problem with the wiring. We found out that the auto leveling motors were disconnected mechanically from the headlight inner assembly, they simply can be snapped back into the assembly without much disassembly of other parts of the car.
