I can confirm that 100%. I think driver training in Ukraine consists of handing prospective drivers a PlayStation and a copy of Grand Theft Auto. After 4 hours of play, you're good to go. Just the drive from Boryspil into Kyiv was insane. 90 mph in downtown? Absolutely. If you wonder why all those dash-cam crash videos seem to be from Ukraine or Russia...there's a solid reason why that is.
