My car came with two cargo nets ... one was unpacked and the other was still in the plastic bag. The unpacked one has 2 hooks and 2 loops, and it looks like the other one is the same.

Did I just accidentally get two, or is the second one for something else?

same here. they're different. The unpacked one is for "luggage" - see enclosed instructions.

 

yup, there are 2. one is vertically against the opening as a "net pocket", the other one is flat on the bottom (if you choose)
