How much would you pay for a low mileage (less than 30k) 2004 LS 430? Note: Title says 2006 but this is a 2004.

$15k no more since it's still 16 years old and will need work and it will take at least four days to complete everything and I don't feel like spending more on old suspension rubber

Price depends on condition and miles. Regardless of miles, if it has always been garaged, and in a mild climate, and in a no rust state, and was maintained by the book, it would obviously be worth a lot more than a car that has been outside and/or spent its time in a harsh climate and has been marginally maintained. My 2006 has always been garaged in a mild climate, no salt, no rust, etc., and the paint, leather, and all rubber and plastic parts on the car, inside and out is in fantastic condition.

The thing that jumps out to me is the title discrepancy. Can you go into more details? Did you doublecheck the VIN on the title compared to the VIN on the car?

Mileage is just one (admittedly probably the main) factor is determining price. Absent additional information, it's dicey to peg a value.
Have to ask why so few miles. Did it sit unused for a long time (years)? Where? Why? Even a low mile car can have rust issues, especially if it is from the rust belt or NE.
