Steering wheel doesn't automatically return to when turned on
 
Just picked up a 2001 Celsior, only problem is that when the car turns off the steering wheel retracts like normal but when I turn the car on the steering wheel does not go back to the original position. Does anyone know how to fix this or disable the auto retract?

from my knowledge, you need a copy of techstream and the USB to OBDii cable to disable it. But considering your car is a JDM model, i'm not sure if you have an OBDii port.

Did you save the program settings properly after you setup the seats and wheel in the positions that you like? Are you using the other key that you have? You have to save the settings for each key...

Alternatively, you can start the engine, manually adjust the steering wheel to where you want it, and then pull the fuse to remove power to the telescopic and tilt motors. Please note that after you remove this fuse, you will no longer be able to manually telescope and tilt the steering wheel. The fuse box is located on the driver-side for the LS430.

Does that fuse only affect the steering wheel telescoping?

Only have one key, I believe I saved it properly. Got everything in the position I want, hold set and pressed 1.

Removal of this fuse will disable both telescopic and tilt of the steering wheel - Nothing else!

Can you adjust telescopic in-out smoothly. Sound like your telescopic not smooth. bad motor or dirty in steering column.
Disable auto tilt/telescopic you need Techstream
also Techstream can let you know datalist what is the last position of steering and what position it going to return when the car is turn on.
