start with the easy stuff first, so change the bulb out first.
now usually I tell folks to swap left to right and see if the problem follows or stays.
with you, both sides are out which makes troubleshooting difficult.
in my experience if the bulb ignites then goes out, the bulb is bad. if it doesn't even ignite, ballast (which is less common).

1st rule of troubleshooting: check the easiest thing first. In this case, check the fuse and the relay. Consult your owners manual for the location of the fuse and relay for the headlights (I can't remember it off hand). Then check your bulbs. Also it will pay to check your voltages as well. If you're not getting 12 volts to the headlight plug and you have a good fuse and relay, then you have something a bit more sinister. If you have a blown fuse, put another one in and try it, if you get some light and it pops immediately you could have a short somewhere. Auto electrical can be either a really easy fix, or you will be chasing your tail for days.

$1400-$2000 for two used headlights??!!
For that kind of money you can buy a whole 2004 salvage car with only a slight rear end damage - AND start a carrier as used parts seller on eBay!
