I assume you're talking about your 2004 LS430... Fuse #25 in in the passenger-side fuse box. It's a 10A fuse called "DOME". Please note that the LS430 keeps the lights on for you for some predetermined amount of time after the engine is off and all doors (also hood and trunk lid) are closed. So if the drain is measured, say, with the passenger door open, it is technically not a "drain".

OK, now that we got the easy stuff out of the way... It's time to dig a little deeper.
Here's a electrical schematic showing what the 10A "DOME" fuse is powering - namely the "Combination Meter". Once the circuit leaves the Passenger-side fuse box, the next connector is "J10", then onward to the "C12" connector on the combination Meter. I've attached sketches of where you will find the connectors. Personally, I'd start at the furthest point (terminal 13 of C12 connector). If it checks out OK, then move to the next connector (J10), and so on.

May I also ask how did you measure drain across the "DOME" fuse? Did you pull the fuse and put your test leads across the terminals, or did you use an Amp Clamp Meter similar to the one pictured below?
