Seeing that the left bank VVT seems to be working is really positive outcome. Really unfortunate about the Right bank, but hopefully you can get it corrected. It's crazy to see how much junk had built up in there. You would think the filters should have prevented that. At this point you could probably do a timing belt in your sleep.

Moral of the story then if it's definitely not the OCV or harness then the gear is to blame?

UPDATE:
I have been working this issue for weeks now. It turns out that it was NOT the VVT itself. The code came back.
to recap, this is what I have done:
verified signal to OCV good
replaced OCV, even though it tested good.
verified timing
replaced cam position sensors
rebuilt VVT units.
swapped VVTs to opposite banks
cleaned the filter inside the #1 bearing cap
replaced #1 camshaft bearing caps with used ones in much better condition.
and I still get code P1349 on the left bank only.

the manual states to warm up car and manually jumper the OCV. If the engine Bogs down, then it is working properly.
I will test the OCV when the oil is cold, and it works. But will not work on the left bank when the oil is warm (thinner)
this is why I thought it was the worn bearing cap. Using a plastic gauge, it shows .176 mm, but per the manual, .099 is max tolerance.
my thinking is the excessive gap is allowing the oil pressure to escape in lieu of pressurizing the VVT.
the new bearing cap shows even greater gap. So now I am stuck.
if there is anyone out there that can help, now would be the time.

the manual also says to check the oil pressure check valve. But I cannot find where that is. I am guessing it is the oil filter in the cap, which has been repeatedly cleaned.

the White Flag has been hoisted. Help!

That's weird with the working when cold, but not when warm. You could try putting the original OCV back in and see if it does the same thing cold to warm. I guess the only other thing would be to get a scan tool that can show you the data of what it's commanding to vs what the PCM is seeing based on the VVT sensor. To see if it's commanding and seemingly working, if it's hitting a limit of say commanding something it's not able to reach, etc. I'm not sure what the check valve is either. I would think it's the filter as well.

I have given up. I went and bought new VVT actuators from Dubai. They should be here in a week or so. I will report my findings.
But, in a nutshell, I think the VVTs are binding and not allowing the oil to move them or the spring to return them.
originally due to the carbon buildup, then due to me taking them apart, against Toyota’s stern warning.
