If your radiator hose busted and saturated the pulleys with fluid you could still have some of that crap on your pulleys and then it affects your new belt too, even a mild dish detergent with a brush can work a lot of that out then rinse with water, then there's belt conditioner spray you can get for 5 bucks or so and try that too but yes seems like your pulleys just got all sprayed with radiator fluid and you got a to figure a way to work all that out shouldn't be too difficult just a bit of a pita. I imagine eventually it'll just quiet down on it's own over time if you did nothing.
