1990 Lexus LS400 - Anti Lock Brake Dash Light On

1990 Lexus LS400 - Anti Lock Brake Dash Light On
I have a 1990 Lexus LS400 and I was pulling into a parking spot and suddenly the steering got stiff and the Anti Lock Brake dash light came on. I was able to get into the spot and put it in park. But now I can't get it into gear anymore because normally you have to push on the brake to shift but pushing on the brake doesn't seem to work well enough to allow me to shift.
I have checked and the brake fluid its at a good level. So that's probably not it.
The most recent work I've had done on it was a new alternator and all new brake pads and new front brake rotors. I haven't changed the rear rotors yet so perhaps that could be the issue? Or something else?
