What is this thing called? Where the sun roof drains empty.

The specific name for that part is the "Roof Side Ventilator."

Here's the diagram from the parts catalog, along with the link for the 1998-2000 LS 400:

all cars have this vent to minimize buffeting while driving with the windows down.
I believe it vacates the pressure built up as the air collects on the back windshield which passes through the trunk and out these ports.

it also helps equalize the pressure between outside and in so you can open the doors more easily.

Good thing you said that, I was about to seal that hole lol...I wonder if A 92 one would fit....otherwise pricey haha
