Default 91 Lexus LS400 Fog lights won't turn off

Hello everyone! Again I hit the jackpot. My car's fog light turned on by itself and it won't turn off. Does a faulty relay can cause problem like this? Thanks!

Never mind I found problem, it's faulty relay on junction block number 1 (A). Part number 9098702008. I swapped it with a known good relay and it worked but when put I the bad relay back on, the problem came back.
I going to upload a pdf file for those who may face this problem in future. Refer to page BE 12 for relay location in this pdf file and BE 17 for how to access the relay. It was pretty painful to reach this tight spot.
Fog light relay on page BE-12 is labeled as D on junction block number 1 (A). Accessing Junction block number 1 (B) is way easier than 1 (A).

very helpful attachment!

it was very cold this week and my truck's (Tacoma) dash light was on telling me my parking brake was on when it clearly was not.
I attribute it to a stuck trigger as it went away when the ambient temp rose.
I can only imagine the extreme temps you see in Alaska!

Here are some pictures. My nose was dripping nonstop while working outside due to cold weather. Sadly I can't find specific type of relay in local stores, I ordered few from ebay for 15$
