Default 1999 filler bolt will not budge

The neck of my radiator cracked off inside of the radiator hose and I loss all coolant.
I would imagine that filling only the reservoir won't do any good and I need to crack open that filler bolt.
Only hand tools are available.
What would be the best and safest way to make this fickle beast finally budge.

Use a tight fitting socket. Apply penetration oil and move it left and right Don't just turn it one way. Go back and forth slowly. It will go a little further each time.
