This tutorial is for 90-94 but the basic principles are the same.

The drain petcock on the bottom of the radiator is very easy to reach.

In addition to that lexls tutorial posted by bradland, I would also do a "Prestone® Radiator Flush + Cleaner". It is a liquid that cleans your cooling system thoroughly - you flush the old coolant, add distilled water and one bottle of prestone and drive like that for a couple of days (maybe 100miles or so). Then you flush that, and pour in your Toyota coolant, which you will probably mix yourself by mixing 50% distilled water and 50% Toyota red coolant liquid.
That simple job was the one of the biggest improvements I ever did to my car! The engine develops hot spots over time (if you are not the first owner, you don't know what has been in that cooling system), and this takes care of that. My transmission started working perfectly again, the engine got more power, basically the whole engine/AT combo went from "used car" to "new car" feel in those two days.

You will theoretically need two jugs of coolant and water but in practice you probably won't get more than 8 quarts out. If the car has always had Toyota Long Life coolant a radiator flush product is unnecessary.

Red Toyota LL coolant needs to be diluted 50/50, so for every one gallon of LLC you will need one gallon of distilled water.
Two gallons of each should do it, and you will have leftovers.
you will not be able to get all 11.4 quarts out just by draining, even with the block drains used (as Lexus2000 stated).
