Was any work done before this happened?

If there's no ABS code it could be an issue with one/more of the sensors not picking up the signal inside the hub. In this case the sensor will still test good but not send good data.
I'll double check my FSM and update if there' anything I missed.
Update below

The code 43 is not related to speed sensors. You need to check the deceleration sensor's signals GL1 and GL2 observing the voltage when you slow down 20 miles/H to 0.

Code 43 for the VSC system indicates a fault in the Deceleration sensor or harness per the '99 Factory Service Manual.
C1243 / 43 Malfunction in deceleration sensor (Constant output).
* Deceleration Sensor
* Wire Harness for Deceleration Sensor System.
Unfortunately you need a Lexus/Professional scan tool that can actively interact with the CAN to check the deceleration sensor output. It could be the deceleration sensor itself, the ABS/Trac/VSC ECU, or the harness between them.

this started after replacing brake pads, i have read some where that VSC cod 43 it just indicate that u have a failure in ABS.

BTW both ABS and VSC codes disappear after overnight park. then reappear after driving next morning for 80 miles .

Yamae i could not undrestand where this is located.

will replace this sensor, where it is located?

when i apply brake to reduace speed, i feel like the driver side brake holds and release which cause a sound like “thonk”.

Sounds like it's not a simple failed deceleration sensor's issue to me since you feel unusual sound when you brake. Did you do the brake job correctly?

Anyway the sensor is located behind the ash tray. The important first step is to observe the signal GL1 and GL2 at computer pins. You also need to check the VGS=5VDC is supplied from the computer to the sensor.

It's not a sensor. It's a connector for the solenoid which controls the oil pressure by the power steering computer.

It's the Progressive Power Steering Solenoid. The wire is leading up to the PPS ECU which is located near the steering column.
