The LS400 does not have a dedicated transmission control computer as many manufacturers like Ford do. It's all controlled by the ECM. So the answer is yes, a bad ECM can do many many bad and weird things.

If the OD light is on you can check the codes to point you in the right direction. Might be a shift solenoid you can change.
