Most shops can't deal with a car that they can't hook up a scan tool to.

The code 13 is generated when the phase and the amplitude of G1, G2 and NE signals are not within the correct range. I'd check those using a multiphase oscilloscope. The term G and NE is originally used for the BOSCH EFI system. I don't remember well but G means a German word Gipfel and it means a cam position sensor. NE means a crank position sensor.

As you see the chart below, there are two G signals G1 ( cam position sensor 1) and G2 ( cam position sensor 2). Between the G1 and the G2 signals, there should be 12 NE signals sharp. Between the 1st G1 signal and the 2nd G1 signals, there should be 24 NE signals.

Missing signals, insufficient amplitude, noise and unexpected phase shifts are the major causes of the code 13. Failed sensors, a worn timing belt, a connection problem are the major items you need to check. This needs some skills and equipments though.
