Default NEED HELP 98 steering wheel wont telescope

I have 1998 LS 400 133871 miles.

When you start the car the wheel should come down and then move/telescope at you based off of your memory seats. When I get in it only comes down, it does not move forward. if I hit my memory seat the wheel doesn't move. If I use the arrows on the side i just get this clicking sound.and nothing happens

* The arrows will move it up and down

Check out my postings on the subject....I solved exact same issue by adding grounding wire.
