Default 97 LS400-Getting a new Master Key

Hello, about 2 days ago I bought my 97 LS400. Here's the problem. I'm facing the common issue of not being able to open my trunk. I only have the valet key as the previous owner lost the master key. Because of this, I can't open the trunk or disable the valet lock. I called my local Lexus dealership about getting a new key and the quoted me $1210 to get a new master key, citing that they would have to replace the transponder ecu and re flash the cars ecu to accept it. Are they bs'ing me or is there any other way that I can get a new master key/key fob and get it programmed to my car? Thank you.

And wow if you knew that you could have bargained another $1210 off the asking price. I guess the valet locks work different on the gen 2's? You have to enable the Gen 1's.

See here.

If you don't have one of the original master keys, you're pretty much screwed.

Looks like that's my last option. Thank you. In the worst case scenario, I can talk to my mechanic about disabling the valet lock and seeing if he can put in a new separate lock cylinder for the trunk.
