1999 ls400 front end swap with 96 bumper and headlights
I'm looking at purchasing a super clean 1999 ls400 but have come to dislike the look of the front end compared to the pre facelift model. I'm wondering if anyone has any experience swapping out the front end bumper and headlights from a 97-2000 with a 90-96 ls. Realize this might be an odd request being I could just purchase a 96 but want the slightly more powerful tweaked engine

yeah have fun with that. you'll need a complete front end, not just headlights and bumper.
The more common swap is the 95-97 updated to the 98-00 look. Search around for what you need but off the top of my head you'll need:
-Front Bumper
-Both front fenders + liners
-corner lights
-turn signals
-headlights
-Hood
-Grill
-Grill Surround
-Front Crash Bar
And misc custom wiring to get it all to work properly.
Not a fan of downgrading the look of the '98-00 imho, but that's a question of taste.

**** that might be kinda of a ***** to find all those parts but there's a couple wicked jdm parts guys in my city. And I just love the look of the 96, still had the gangster looking Mercedes s class feel to it. But appreciate the post man, might consider leaving it as is if the parts are to costly

i love the front of the 98-00, my only 'issue' is that they went and gave it the more sporty intentioned front but it's still high riding and has 16" cadillac deville wheels. but yea seriously you're gonna have to do a lot to put the 95-97 front on it. you'll also lose the much better HID lights, which are like WAY better, and more ballin because it had factory HIDs in 1998 when that was still a pretty uncommon thing.
just do that to it and it'll look 'right' although the ride quality will suffer a bit but it'll still be very smooth. if you're not on a really crappy road you don't even notice.
