Unhappy Club Lexus Your My Last Hope

Where to begin.

Drove through some water last year (Not sure if that did it).
Car in general had been riding a little rough.

ISSUES:

There is a popping noise coming from I think under my hood, think of popcorn being popped at the movie theater, that kind of sound.

Strong gas smell as well as the exhaust backs are blackish (carbon build up perhaps?).

The damn thing accelerates SLOW. The RPM's are between 1 and 2 when in Park or Neutral.

If in Drive, Reverse, 2, or L gear the RPM's are low.

Idle is shaky when sitting still.

WORK I'VE HAD DONE TO IT:

Tune-Up - Wires,Caps and Rotors,Spark Plugs,Air Filter,Mass Air Flow Sensor, and the Catalytic Converter was either cleaned or good as it was.

Refurbished ECU was put it, the first one they ordered was messed up but the second one they ordered was fine.

Small Oil Leak Fix.

I have a video posted on Youtube showing my dashboard (doesn't light up often cause it needs work as well) showing the RPM's and such.


I'm a noob guys, not very handy, and I've put close to 2000 in this car and to be 100% honest I feel I was taken for a ride.

The mechanic gave me seafoam said pour that in there and you'll be good as new.

My thoughts to begin with:

ECU ripple test to verify ECU function.
ECT sensor and O2 sensors.

And never clean the Air meter.

Popping, I didn't hear that, but could be a relay messing up.

Do you or your mechanic have an OBD-1 scanner, to check for any codes? This may help you.
