No A/C blowing air
I had same thing happened few years back.
When you have A/C on, you will notice the compressor kick in. This is also noticed with a rpm going slightly up with A/C button on. If that is noticed and A/C is still not blowing regardless of the fan setting, try kicking the area under the glove compartment. Sometimes on old blower fan get stuck.
I though about replacing the blower fan but after few incident, the problem went away.
This may not be the case for you but it will be worth a try.

there is also a blower resistor on the evaporator housing that can also cause this issue, I have seen those fail
as a rule, Toyota relays very rarely ever fail

Did you run the built-in climate control diagnostics? I forget exactly, but I think it involves holding two of the climate control buttons in while you turn the key ON, and then it goes through a self-diagnostic program, reporting results by flashing lights at you. If you have not done this, look up how to do it and give it a try.

I have 1999 Lexus LS400. Car has been very reliable with nearly 250K miles. My wife was complaining that the AC fan motor was getting noisy. Now it has stopped blowing no matter if on AC or Heat. I don't know where the fuse box is located for this system. Anybody have a clue for me? I also was reading posts about Cabin Air Filter. I need to find and replace that. Our air quality is really bad (dust etc) plus we have had several major forest fires with days of heavy smoke. I don't know if there is any connection here, but I want to locate and replace the cabin filter. I need to find the fuse box for heating and AC.

If there's anything other than the AC system on a fuse circuit (example, Fuse 3, fuse 7) and those other systems work, your issue is probably not that fuse. I think your blower motor just expired.
Access to the cabin filter is through the glove compartment. Discard the filter....keep the filter frame.
