If I were you I wouldn't use an EVM. It can't be used as a Navi nor the FM radio in USA. Even the AM gives you a problem because the frequency step is 9KHz. It should be 10KHz in your country. It only works as a controller for the AC, 6 CDs and a cassette audio.
The best way to control the AC is to use a JDM climate control unit only connecting 4 gray connectors. Probably the UK version is mostly the same with the JDM.
This may help you with the aid of the Google translation especially at the final part for earlier UCF20 models.
I myself have tried to use the 98 climate control unit for my 98 Celsior and it was successful except the illumination. I needed to wire the illumination line. I used the unit which has two part numbers on the body 55902-50180 and 88650-50323. These are for a JDM 98-00. The 97 or earlier must have younger numbers.
My intention was to use a newer general navi unit for Toyota cars instead of the old navi system in the original EMV. The new navi unit has a capability of audios including AM, FM, CD and MP3.
I drove the speakers directly not using the built in main amplifier inserting 1.8Ω resistors in series to avoid the impedance problems. I needed some extra analysis and wirings but as a electronics engineer, those were mostly done comfortably.
People around me said, "That must be not easy. How could you do it?"
But to me, the analysis is my daily affair and I have equipments + some skills. I enjoyed the process to do it.

That's one of the keys. There was a big change in July 1997. I also hope that the British unit and the JDM unit are the same.

July 97 is very close to the ufc21 "98" model.
I think the 98 model year was introduced in september 97, so the unit produced in july

interesting....so the 97 LS400 would be a 96.5 Celsior...
So, the climate control purchased from Terje's 1997 RHD LS400 should fit my 96 Celsior...
