Thanks Leghost....But that noise that you heard was the PS Pump...I have a PS leak....which appears to be common in these vehicles....I believe its the PS rack, since I had my PS pressure line repaired already....

Problem solved !!!!!!!!

It is with much gratitude I come today to post that after 6 Months, we as a club have solved the problem being experienced in post #1 of this mother thread for my 1996 Celsior (UCF-21 with 1UZ-FE).

Apparently, the line out of my Charcoal Cannister was plugged off with a bolt ! After taking the advice of Sha4000 by correctly placing this line into the tank assembly (part # 77770), I took her for a run, ensured the vehicle ran for the same length of time till it got to it's operating temp, and NO rough idle, NO dip of the Idle, NO shutting off!! My Celsior is now the beast it once was again.

Wow this is why I tell my kids how great google is fellas. I've been following this thread even though I have not had any suggestions to what the cause might be but I really was rooting for someone to help Matt get his problem fixed. I literally just googled " What would happen if my charcoal canister is plugged " when Matt put the pic in the other thread. I had to read through lots of pages before I found the thread that I linked to in the other thread but I like to read so no big deal there. Congrats on getting this worked out and I applaud you for being so diligent!!! Lots of newcomers would have shrunk away after a couple of responses. You know how hard some members can be at times even when they are right in their diagnosis. I do wonder why the previous owner would plug that line when it would have also made the car act crazy for them also???

Thanks guys....I was only able to be that diligent because of your support and feedback...
As for the reason why this line was plugged off ?
My guess is the previous owner's mechanic tried to "haphazardly solve" some of the other problems which the vehicle was experiencing....for example too much fuel being dumped ( due to dribbling injectors).....Which was one of the reasons why he sold the car.....But after 8 months having bought the car and some TLC....I can now enjoy the comfort and power these beasts have to offer...

this is good general advice on any Lexus - the Toyota engineers didn't design any part of the LS400 that is easily improved, so if you see anything on your LS400 that is sealed off, pinched off, plugged up with a bolt etc or otherwise modified, it is a good idea to bring that hose or whatever back to the way it was when new!
vacuum lines and electrical wiring harness modifications are two of the most common areas to look for

The newer IAC valves cannot be taken apart. I guess you just have to soak those in diesel or similar and spray them out real good with carb cleaner. I have cleaned mine that way and it works.
