Default Cleaning TB on 98 -- Drive by Wire question

I'd like to clean my TB without taking it off the intake manifold if possible. Can this be done on a 98 or does it require me taking it off the intake manifold since it is drive by wire?

you can try to clean it but you won't be able to clean the inner side of the butterfly so it won't be nearly as effective as it would if you took it off.

You can clean in inside of the blades. Just pull the blade open. I think the problem isn't the blades it's the body where the blades can make contact if the carbon is built up too much. Then it sticks which sucks for mileage and driving smoothness.
