Car will crank/turnover, but just won't start. Kind of seems like its not getting any fuel. Also hearing a whining noise when key is left in the on position

 

Fuel pump?

 

Check fuel and spark. Try a little starting fluid. If it starts, chances are its fuel related.

fuel pump or fuel related is definitely a high probability if it starts after a 2 second spray of starting fluid in the air intake - should crank within 5 seconds

by the way, never crank an LS400 for over 7 seconds - and let it rest and cool for an hour down between tries, cranking for long periods is the number one cause of starter failure, and replacing the starter in an LS400 is an expensive nightmare of a job!

also, keep in mind, when my ECU capacitors failed, and they eventually will in ALL LS400's because of a design defect, one of the symptoms was impossible to start without starting fluid!
