Question power steering seems to be out but has fluids?

Im having trouble with my power steering its hard to turn but I have fulid in it? No leaks that I know of. Also my left rear end of my car is low only on that side. Is it possible to have a bad strut or sway bar? Please help my car is a 95 ls400

Power steering on these cars have lots of problems so hard to say what the problem is but I would check to see if the pump
Is still working. If one corner of the car dropped I would assume to have the stock air suspension and one of the bags broke. Last I checked they were 6-700$ each for the 90-94's.

I had the same kind of problem with my power steering on my 92, only with a little whine sound from the pump. I used some lucas oil power steering conditioner and it loosened up and has worked fine since.

Definitely sounds like a blown airbag. I had airbags and my plan was to go with coilovers if that ever happened. Luckily it never did. Hope it's not to difficult or expensive for you.
