How would you restore the factory rims on a 1991 lexus ls400?

depends if they are chrome or powdercoated from the factory. the center cap is depends as well.

Depends on how good you want to do them, and how bad they are now. If lots of curb rash then they may need welding etc.

This should help you. Painting the center caps will be the trickiest part, because of the chrome or gold emblems. You can mask off the Lexus emblem or remove them, but it's held on with a strong adhesive and removal could break the logos with their age.
