Default camshafts and crankshaft

what does it mean when you manually turn crankshaft and the camshafts don't move with timing belt on? 2005 Lexus LS430

Maybe all the teeth are worn off the belt around the crank sprocket.

dicer, you are correct! Can I turn the camshafts to tdc to line up timing with crankshaft and replace belt?

If it is an interference engine you would have to make sure you don't force valves into the pistons or vise versa. And hope that damage has not already happened because of the original problem.
