Default 1992 RPM Needle Hanging Up & Other Problems

I just recently had my 92 400 spark plugs changed, new spark plug wires, and a ignition coil, only on coil.. The car would not run before that. Also the had the front exhaust at the flanges (which were rusted and leaking exhaust) welded. Since I got it back from the shop, the check engine light came on, took it back and did the code with the single wire, said it was reading 25 Air fuel lean malfunction. Today I noticed that the one of the vaccum hoses was not connect, took it back and they connected the vaccum hose. The car is eating the gas, so I don't know how it could be lean. Also since they the rpm needle is getting stuck when I reave the engine, sticking at 2100 and 3000. Also when starting cold the rmp neele ony show 200 rmp. I removed the negative battery termina and the check engine light went out, I drove it about 10 miles and the cel came on again for a few seconds and then went out. In netrual I pushed the pedal all the way to the floor and the engine shaked a little. Does anyone have a clue as to what is going on. The vehicle has 137,000 on it. Also I my power steering is leaking and coming out at the steering rack, 2 mechanic said I needed a new rack. At this I began to wonder if it is financially feasable to keep the vehicle. The only repairs prior were power steering pump at 80,000, new water pump, idler arm, tension pully, etc. Any help is appreciated. I am to take the vehicle back to go through the diagnose flow chart.
