UCF21 Annoying Flickering Foglights
I have a '98 LS400, just recently installed HIDs into my fog light housings and they turn on and everything works as should but only one problem.. Whenever I engage my turn signal to turn left or right, the HIDs would flicker (turn off and on right away). The same would happen after I finish making a left or right turn. Everytime it does that, I can hear a surging sound.
So, I rechecked all the wiring and everything is fine. Next, I swapped back my stock halogen bulbs and checked to see if they would flicker again, and they did. I know for sure it isn't the ballast or bulb problem since it's still doing the same thing for the stock halogen bulbs. I don't think I'd need a wiring harness since the stock harness should be able to hold the halogen bulbs.
I have a strong feeling the problem is simply coming from the turn signal engager to the left of the steering wheel. If I turn the high beams on and off, the fogs flicker. If I wiggle the turn signal engager itself, the fogs flicker. If I turn the fogs on and off, they flicker. How do I go about fixing this? Anybody have a similar problem?

if it was just the HID kit flickering I would say you need a relay harness with a good ground (which you do...) but the fact that it's happening even with the stock halogen bulbs makes me think the stalk is the problem. for reference, the stalk is supposed to feel nice and tight, without much slop or play.
