Its the factory mobile phone plug-in.

that pigtail is attached to a phone jack that the factory handset pluged into. at least thats how it was in my car. now that harness sits in the bottom drawer of my tool box.

Phone? All LS400's were pre-wired at the factory for dealer installed Lexus phones. The handset connectors are under the vent you see when the armrest is raised.

Most, if not all, those wires are for the phone set-up. I'm pretty sure that small green wire goes to the rear speaker(s). Other then the regular hard wired handset there was also a portable phone option with a docking pod that went in the center console. That's what all the wires would be for. I have most of those connecters in mine, but just one end of them. I wouldn't go clipping wires until you know for sure exactly where they go, if you can find a wiring diagram online somewhere. I know what ya mean about other peoples wiring. I had switches galore (7) in my center console for lights and siren. I yanked those out quick so I wouldn't get tempted.

Mine wasn't for play though, my previous owner was a detective so that's why it had all the lights and siren. He took the blue and reds but left the headlights, taillights, siren, and PA speaker wired up.
